Bikewale is reporting that they have received invitations for the launch of Kawasaki's KX 250 F and KX 100 on the 18th of December, 2016. Kawasaki has already launched the KLX 110 which is also a dirt bike and the new motorcycles like the old one are not road legal. Now that Kawasaki is doing this it is probably high time the FMSCI revive the once thriving motocross and supercross events. Motocross has all but disappeared from India

Probably True. These Bikes were seen being transported out of the Factory Last Week. They were headed to Performance Racing Store in Mumbai..

Why are these motorcycles priced so high? Is it due to the penalty charged on bikes which are not road legal? Also what's the process around purchasing such bikes that are not road legal? Do they have to pay road tax and octroi and other such stuff etc?

Prices reflect the category of the product. These are CBU kits.

Also structural parts are made of expensive light weight alloys. On the upside, no road tax is levied.

KX250F costs about 10500USD/= in India but it sells for about 7500USD/= in the US. You can blame the high import duties in India for that. These vehicles are probably made in Thailand. Our KTMs cost an arm and a leg in Thailand, if that's any consolation.
