Karnataka: Single and not allowed to mingle - No pillion on bikes up to 100cc

The State Government wants to implement this bizarre new Rule! Where are we heading with this new rule?

At first glance appears to be a move with good intention. Points for the rule are 1.Smaller vehicles are less sturdier in general and are thrown off the course on encountering pot holes, road irregulatriies etc.
2.Overloading leads to instability.
3.Lower capacity engines have poorer pulling power in low speeds leading to wavy drive pattern, worsened by the additional weight of the pillion, leading to easy falls.

Points against the rules are
1.Most accidents are due to poor infrastructure, Corrupt licensing, Lack of safety education, Not enforcing Helmet rule uniformly.
2. High speed accidents are due to Superbikes and reckless driving.
3.Enforcement is going to be difficult. If implemented it would put the pillion riders/children at risk due to after market seats.

Seems quite absurd, if these were rules that existed earlier, then why wasn't it enforced all this time? It seems like two wheeler owners are further being punished, not only is there a failure by the govt to repair roads or check rash driving by heavy transport vehicles, but now they target the two wheeler public who beat the brunt of the govt's neglect.

So basically the Govt is promoting Café Racers!

This seems to be the most stupid rule I have ever come across. Come to think of it - most of the bike accidents in India happen due to bad road conditions - potholes, paver blocks, uneven roads etc. More than focusing on implementing these restrictions, they should focus on doing their work right.

What next - since most cars come with only driver side airbags - no passengers allowed?

Hero Honda and Bajaj will be the most affected. They will have to increase the capacity by 3cc to bypass the rule.

Honda does not have a single product under 100cc.

Splendor makes almost the same torque as that of a 110cc engine in activa. IMO that is more than enough for ferrying two people unless the two weighs 120kgs each.

I always wondered how they are coming up with these magical threshold values like 2.0 Litre for banning Diesel engines in NCR and now 100 CC in this case.
Is there any research or scientific data available backing this decision?.
Is there any significant difference in structural integrity of a 97cc Splendor and 109cc Activa.?

This is so bizzare. As a massive believer in capitalism, I have to ask, why does the government interfere with our lives so much? If the government really cared, they would make driving/riding tests far FAR stricter in order to prevent idiots with total lack of skills having the license to drive/ride on the roads, THEN if there is still an issue we can see about banning this and that. Until that happens I oppose such nonsense.

Lol, they can't even stop 3-4-5 people riding on a bike, and they plan to limit the seat to one??? Good luck to that. Cafe racers rejoice!

By implementing this the Government is directly implementing severe restrictions on a large portion of our population for whom two wheelers are the only mode of transport.
With our public transport in shambles in smaller cities and villages, bikes/scooters are widely used as a means of family transport.
And with the good fuel economy & reliability given by Scooters & Bikes (less than 100cc) they are sold in numbers throughout our country.
It feels like another knee jerk reaction by those in power, specially since past few months a lot of scooty/bike accident videos have been going viral.

Without going into the pros and cons of this initiative, how is this ever going to be implemented? It is simply not possible to police this through. It will be simpler if they just order the manufacturers to have only a rider's seat on these bikes, and not have the pillion seat.

So by LAW -

1. the Hero Splendor/Passion/Deluxe with its 97 cc engine will be restricted to "Rider Only" and the

2. Bajaj Platina/CT100 with its 102 cc engine will be "Rider + Pillion".

If a bike below 100 cc has been certified to carry a pillion rider during homologation, no technical or safety issue is addressed by such ban.

The ban has been enforced using the powers of the Govt. More than any technical or safety issue, there seems to be a competitive angle to it.

After some period, we may see this ban getting lifted (cancelled). Why ban is enforced and why it may get cancelled is anybody's guess.

All herald the advent of the 100.1 cc "pillion allowed" motorcycles!

Fantastic job by the government - always solving the hard problem the utterly asinine way.

Now I know total enforcement, stricter licensing is really hard and requires immense discipline among the police/RTO so it is near impossible. But hey, despite cribbing, atleast 30-40% of women pillions in Delhi wear helmets now. so things can be enforced, if the govt wishes. But clearly KA doesnt seem to be wishing to enforce commonsensical rules. I sometimes wonder whether it would be better to do nothing than to come up with SUCH clearly hare brained recommendations.

Have they not heard of the 1.99L XUV500 that Mahindra engineered in record time to beat the Delhi 2L+ diesel ban? I think all bureaucrats / netas who have the power to sign such orders should be given courses in game theory - to help them realize that the world is not a one-round game, and that asinine arbitrary rules will be defeated in no time by cheeky compliance.

One question - is the tax more for 100cc and above, compared to the 99.x cc engines ?
