I have a Honda Activa 2018 which I purchased during my SBI posting in Tirupur, TN (TN-39). Subsequent to sudden transfer back home to Punjab, I brought the scooter back with me to Punjab and have been using it here without any hiccups since 2021. However, since now I have to travel through Chandigarh too, and the police does not take too kindly to rule violations, I decided to get the RTO changed from TN 39 to PB 65.
I applied on VAHAN and uploaded Insurance, PUCC and Digilocker RC. At the end, the status is "ONLINE TRANSACTION SUCCESS ON 15-Feb-2025 18:11:22 BUT NOT INWARDED AT TIRUPPUR (NORTH) RTO (TN-39) (Please take appointment now.)"
I am unable to visit Tirupur for this very purpose, and am willing to send the docs (Digilocker RC, Insurance Copy, PUCC certificate, Form 28 etc) via post. Will this be sufficient? Anyone has successfully obtained NOC without visiting RTO? There is no hypothecation on my RC. I am unable to do faceless transaction since RTO misspelled my father's name in the records.
I tried to find experiences similar to mine on TBHP but without luck, hence creating a post separately.

My suggestion would be to check with any of your friends or people who you know @Tirupur for a trustworthy RTO agent/ Driving school guys who can get this NOC easily done. Directly sending the docs via post to the regional office would again increase complexity in this process.
An agent usually has contacts in the RTO itself and should get your transfer done for about 2000 bucks odd. Someone I knew got their expired registration to a car renewed for 10k!
Chandigarh usually is not a problem when it comes to using out of state cars. You will be pulled over only if you violate rules or while passing state borders like to New Chandigarh.
Cops mostly let you go if you tell them you are a central government employee who got transferred. I have a friend who managed to use a TN registered Polo for 3 years, that too without HSRP plates. He used to get pulled over, for lack of HSRP plates and not because of outside registration. My sister also has been using a TN registered scooter for about 4 years now with no issues.
