You better contact a good RTO agent. He should be able to help you. Even though generally greedy, these guys can do wonders at RTO Offices. Trust me..

Also, since you are in Bangalore, and the address is clearly given in the Form 25, why not try and make a visit to Malleswaram and see if you can find the owner? You never know!

It (the scanned image) looks like the old RC Book. I remember even my old yezdi had something similar though it is issued in Kerala. I think it is old format, the book had provisions for recording road tax and other details. As advised by others you may check with an RTO agent, you can also take help from people who can read Kannada, so that the agent will not be able to take you for a ride.

The scanned copy is the tax paid receipt. Not the RC book.
