The dash pad you show in the pics above has a circular opening only for one switch -- so I surmise you have the wrong one. As to the switches, it could have been the angle of the photo. as to mods, the only ones I noted were: Early year wiper blades (incorrect for '71); body color on grill and glove box (as opposed to the correct L43D code paint); non-basket weave upholstery; door pads have external screws; window winder is diff -- and in a different location than standard (compare with the pic i posted); vase accessory; horn ring is older model; horn button is accessory clock; fan switch and the blower itself seem to be missing. I quite agree with your view point sir. I too have gone through these situations many a times. You must meet Byas sometime to know what kind of person he is, i feel you have mistaken him.
