This looks like a scene straight out of an action movie. It looks like the driver miscalculated the height of the traffic signboard. Or maybe, he never calculated it at all. It happened in Panvel and reports say that driver was eventually rescued and is safe.

More likely the tipper portion extended without knowledge OR he did not lower it in the first place. YouTube has a bunch of such videos:

That is one strong signboard I never knew these could lift up a tipper without getting ripped off. The one in the video shown above in Houston crumples down, though it also lifted up the truck, but the Mumbai one looks strong.

They forgot their umbrellas and it was raining in Mumbai! Afterall, the phones cannot go kaput by getting drenched in rains.

So the car driver did all the honours.

What amuses me is that the height of the signboard looks proper by standards and I assume this to be anywhere on a proper dual carriageway where lot of other trucks pass anyway?

I somehow suspect hydraulic malfunction that lifted the loading bay while the driver was unaware of it.

But seriously. Yes, of course it is India... because a car driver has run into the upturned truck. These drivers must think they can just drive through anything that stops in front of them.

Doesn't look like the case. The graphical proportions denotes that the loading bay would touch the sign board in default state. But is this the first dumper that drove under that sign board?

A (the extended portion above the cabin) + B (cabin) is almost = C (height to the sign board)

In which case the Signboard is stronger first followed by the structure on which it is hanging

I liked your math equation.

On a serious note, the sign board's clearance in its original condition is pretty high. It's one that displays distances & directions, so we can safely assume that it was made to let all road-legal vehicles pass under it. The clearance looks less now is because it has tipped over, leaning at a 60 deg angle.
Also, the dumper's tub neatly tucks within the truck's overall dimensions, except probably towards the top where the tip rises above by a foot or two - not an issue otherwise.

Hence the only obvious and logical reasoning is an extended dumper tub due to a malfunction or driver negligence.

Now the point is who foots the bill for repairs in such a case?

The signboard and its structure is not intact, it has keeled over in the direction of traffic and its pole is leaning at some ~60 degree angle. If the height of the signboard is H, then,
C = H sin(60) = 0.866 H.
So even if A+B ~= C, still H would be high enough for A+B to pass under. Hence the initial conjecture that the dumper would have had a malfunction or driver forgot to lower the pan fully, which caused A to become A", such that A"+B = H happened, is more likely
