The RFID tag is a great idea. But I hope they use it for more than just automated toll collection. It should be used to replace the current "lifetime" road tax with an annual (or even quarterly) road tax that is seamlessly deducted from the smart card linked to the RFID tag. That would take away the pain and cost of interstate vehicle transfer and also enable state governments to easily collect taxes from immigrant vehicles.

Stricter green norms to make two-wheelers costlier from 2015.

New emission norms for two-wheelers to be sold in the country from 2015 have been finalised and will be notified shortly.

The new norms are likely to cut down emissions from two-wheelers by about a quarter and are expected to make a significant contribution to containing vehicular pollution since two-wheelers account for more than 75% of the country's automotive market.

Government prepares draft for India to drive on BS-V compatible fuel.

Road map for the BS V fuel norms is expected to be prepared by the end of March.
The government’s move to bring in BS V despite this is seen as an attempt to catch up with various developed countries in the West that have already graduated to Euro VI norms, a level above BS V.

However, concerns over investment remain. Oil refineries and Auto segment are concern on the investment to upgrade . Vehicles would cost more.

Motor Vehicle Amendment Bill to raise penalties for traffic rule violations.

Once the proposed amendment is passed, traffic rule violators will have to cough up hefty penalties – almost 10 times more than what they pay now – for offences such as overspeeding and drunken driving. Happened to come across this article.The reason GOI is making crash testing mandatory could be due to N-Cap publishing crash tests of all Indian cars on Jan-30 and a UN program on "Decade of Action for Road Safety" that mandates all UN members to have basic NCAP testing in place.As we all know the death statistics in India due to accident is quite alarming.

Child restraint system to be introduced in passenger vehicles from October 1, 2014.

CRS is a hard-backed child safety seat, a standard feature in passenger vehicles in developed countries ensuring the safety of toddlers while
travelling. Now, cars in India would be equipped to allow CRS on seats, affording greater safety to kids.

On and after the October 1, 2014, the manufacturer shall equip every passenger motor vehicle with a provision for installation of any type of CRS for all weight groups on at least one of th seating positions. The manufacturer or importer or the dealer of the motor vehicle shall provide the guidelines for recommended position as well as the guidelines for fitment and use of such system to the buyer of such vehicles.

With every update in emission norms, vehicles have to become more efficient than before, and cut down on pollutants. A shift to BS5 will see a major decline in sulphur levels among other pollutants in fuels. Under BS3 norms, stipulated sulphur level is at 350PPM. Transitioning to BS4 for the rest of the nation, then BS4+ and eventually BS5 in 2021, will reduce sulphur from its present levels to 50PPM, and then 10PPM respectively.

The toughest challenge is for oil companies. Upgrading their fuel quality to low sulphur levels in the BS5 norms will cost an estimated Rs 75,000 crore. They will not have much of a choice though as India is attracting much more global interest than before, and cannot be seen as a country using below par fuels than the rest of the world.

Have they gone crazy? Euro 6 has already been scheduled for September 2014. 2021 is too late.

What do you think India is.... cradle of modern tech... huh! the established players bring in the outdated tech in the below Rs.20 lacs segment & play safe.

The transition from BS4 to BS5 is super slow, but, guess this is a way to let the Oil PSUs' shares being sold before losses are projected in Financial Statements (making them unattractive to investors).

It is also renders Indian stand in World Green Summits weak, & the Government has to let in few concessions to foreign manufacturers of the dominant/ developed nations.

This might be a novice kind of question, but what effect does the timeline have on people buying the current crop of cars in India? Since the BS4+ is slated to be implemented by 2016 and BS5 in 2021, does it mean that people buying cars in 2014 will not be able to drive them beyond those years?

I know about the issue of including a DPF, but will be glad if someone with knowledge helps a noob understand the nuances.
