Absolutely no issues in that. Just like there is no issues in driving BS-1 or 2 cars now.

Re: 2015 - New Safety and Emission regulations coming up!

An expert panel has suggested a move to Bharat Stage 5 (BS5) emission norms by 2021, and an interim BS4+ in 2016 for a smooth transition to cleaner emissions.
Quote:
With every update in emission norms, vehicles have to become more efficient than before, and cut down on pollutants. A shift to BS5 will see a major decline in sulphur levels among other pollutants in fuels. Under BS3 norms, stipulated sulphur level is at 350PPM. Transitioning to BS4 for the rest of the nation, then BS4+ and eventually BS5 in 2021, will reduce sulphur from its present levels to 50PPM, and then 10PPM respectively.
Quote:
Besides cleaner air, it is almost certain that car manufacturers will increase prices once the new norms are applied. While buying costs will go up, owning costs should reduce as engines will be more efficient and cars will get lighter.

The toughest challenge is for oil companies. Upgrading their fuel quality to low sulphur levels in the BS5 norms will cost an estimated Rs 75,000 crore. They will not have much of a choice though as India is attracting much more global interest than before, and cannot be seen as a country using below par fuels than the rest of the world.

Re: 2015 - New Safety and Emission regulations coming up!

The new Motor Vehicle Bill under preparation may have a provision specifying standards for road maintenance including filling potholes.

Road owning agencies would be held responsible for failure to comply with the norms and if crashes happen due to bad road conditThe new bill being prepared on the lines of United Kingdom's Traffic Management Act may also push for over Rs 2,000 fines for common offences such as red light jumping, not wearing seatbelt and helmet, and higher penalties for speeding, driving under influence of alcohol.

Quote:
The proposal to fix responsibility on road owning agencies is seen as a major change in policy makers' attitude considering the fact that government claims only 1.4% road crashes are due to bad road condition. This is despite the fact that the road transport ministry has identified 450 major black spots on National Highways including ones where dozens of people die every year
There would be stiff penalties for holding more than one driving licence to curb the practice and also bike racing by youngsters in cities.

Not wearing of helmet and seat belts, speeding and drink driving are the three main causes behind road crashes.

Re: 2015 - New Safety and Emission regulations coming up!

With a slew of initiatives, here is another. Not sure of the implementation. Here is another for 2020.

India to introduce real driving emission tests for new vehicles .
Quote:
Real driving emission tests, which will make Indian emission inspection standards among the most stringent in the world, are intended to keep in check vehicular pollution levels and plug gaps to prevent defaults

I think we are going to BS-VI (I hope it is Euro-VI) skipping BS-V. We did not go BS-V in 2015, so it is good to skip it. The IITK report says, if the PSUs cannot produce Euro-VI fuels, then import them!

Re: 2015 - New Safety and Emission regulations coming up!

Govt to check random cars from dealers for BS-VI emission norms - 2020.
Quote:
Automobile manufacturers will find it almost impossible to fudge emission norms of new vehicles from April 2020 when BSVI emission standards kick in. The transport ministry has mandated that at least 50% of units picked up for random testing will be from dealers to check whether these comply with certified emission specifications.
Quote:
This process is known as conformity of production (COP). Moreover, a government notification issued regarding BS-VI emission standards on Friday said testing agencies will start collecting data on real-time emission of on-road vehicles from 2020 and from 2023 these norms will be applicable for COP.

BS VI norms to come into force on 1 st April 2020 says Centre

In an innocuous tweet on Wednesday, Union Transport Minister Nitin Gadkari let the cat out of the bag with the announcement that the country will "leap-frog to BS-VI directly from 01/04/2020"

The Centre has announced that BS6 emission norms will come into effect on April 1, 2020 and will include all vehicles under its ambit. It had announced last year that in the light various factors, the top of which was pollution levels, it would make a jump directly from BS4 norms to BS6 norms.
Obviously the biggest change will be the nitrogen oxide emissions which by BS6 will be significantly lower than the current levels. This will make the air more breathable and improve quality of life and in general make being outside a much nicer experience than it is right now.

However, there is a catch to this. As per SIAM statics, the number vehicles sold across all segments and body shapes has been steadily increasing over the last seven years with just one major dip in the period 2011-2012 when global oil prices were at one of their highest ever. At the current rate, it seems almost likely that we will once again achieve a high growth rate by 2020 putting even more pressure on an already chocking infrastructure system.

The 2016 budget which was announced today has listed out 1 lakh crore fund allocation for road construction as well as the implementation of an infrastructure cess of various per cent ages (dependent on the vehicle and engine). This should hopefully let our infrastructure grown on par with our vehicle purchase ambitions.

The BS4 norms were implemented in 2010 and its complete implementation for all vehicles will take place on April 1, 2017. In this line of progress the BS5 norms were meant to be implemented in the period 2020-2021 and then BS6 in 2024. However, with the government making it official, the BS5 norms will be skipped altogether in favour of advancement to BS6 norms.

Re: 2015 - New Safety and Emission regulations coming up!

Emission details to be mandatory for all Indian automakers from April 2017.
Vehicle manufacturers will have to specify the levels of each pollutant like carbon monoxide, hydrocarbon, non-methane HC, NOx, HC + NOx and PM for petrol and diesel vehicles and also sound level for horn and pass-by noise values.

From April 1, 2017, vehicle manufacturers including those making e-rickshaws and e-carts will have to give detailed declaration about the emission levels of the vehicle they have manufactured.

Quote:
from April 1, 2017 all vehicle manufacturers will have to provide emission details for each vehicle in the revised Form 22. The form will include the brand, chassis number, engine number (motor number, in case of battery operated vehicles) and emission norms – Bharat Stage - IV / VI /Bharat (Trem) Stage-III/III of the vehicle and specify the levels of each pollutant like carbon monoxide, hydrocarbon, non-methane HC, NOx, HC + NOx and PM for petrol and diesel-engined vehicles and also the sound level for horn and pass-by noise values.
Quote:
rules will apply to all vehicles run on petrol, CNG, LPG, electric, diesel and hybrid, including agricultural and construction vehicles, as well as e-rickshaws and e-carts. Form 22 will be issued with the signature of the manufacturer. In the case of e-rickshaws and e-carts, this Form will be issued with the signature of an authorised signatory of registered e-rickshaw or e-cart association.

Re: 2015 - New Safety and Emission regulations coming up!

Govt makes airbags mandatory for new cars from October 2017.

According to the government’s rough estimate, including these two features would add 10% to the cost of the base model.

Quote:
Carmakers will have to provide airbags, vehicle reverse gear sensors for child pedestrian safety, speed-warning systems and seatbelt reminder system as standard equipment from October 2017.
Speed alert will warn vehicles if they exceed 80 km per hour and then a continuous audio alert if speed exceeds 100 kmph,
The government has also sought comments from the auto companies for the same. These four safety features would be mandatory for all car models.

The government plans to set up its own safety authority, Bharat National Car Assessment Programme (NCAP), which will rate vehicles on safety. India will also have a rating system for cars based on fuel efficiency.

Quote:
The road transport and highways ministry has set October 2017 as the deadline for new model cars to pass minimum frontal and side crash tests besides pedestrian protection tests.
The frontal crash tests will be at 64 kmph, while the speed norm set for side crash tests is 50 kmph.

Re: 2015 - New Safety and Emission regulations coming up!

Real-time vehicle pollution data available online from next year. To start with, the system will be put in place in NCR

A road transport ministry official said standardization of the output of the pollution test will be done to ensure that the data will reflect the pollution level of each vehicle in the portal.

Quote:
The ministry has called a meeting of the transport commissioner of the four states of NCR, officials of petroleum ministry, manufacturers of the pollution testing machines and the fuel marketing companies on Wednesday to prepare the roadmap.

Re: 2015 - New Safety and Emission regulations coming up!

Cars manufactured after March 2019 to have seat belt alerts, driver airbags.

Quote:
The government has proposed all cars manufactured after March 2019 have seat belt alerts, driver airbags, speed warning alert system and reverse parking alert system.
Quote:
As per draft rules issued by ministry of road transport and highways ministry, all passenger cars manufactured on or after April 2019 will have additional features as stipulated in Automative Industry Standard (AIS)145

The AIS 145 is focused on enhanced standards for use of seat belts, reduce number of accidents because of over speeding, ensuring that no accident (child overrun) occurs at the time of reversing vehicles and the risk to driver's life is reduced in case of an accident.
For any car to get a five star safety rating under the soon to be launched Bharat New Car Assessment Programme (NCAP), it will be mandatory to have these safety features.
