Strict licensing, roads built to a standard, proper road markings, traffic signs, implementation of rules, educating the public are all known to reduce accidents. But this involves the officials actually working and loosing out on bribe revenue. The lazy bums would much rather suggest such brilliant " out of the box " ideas.

If RTO really wants to reduce accidents I suggest following things:

Short term, fast reduction in accidents:
Cancel all issued licences issued till date and again issue licences using procedures as stringent as followed by American/European standards. Although not very practical but still it will filter out a lot of idiots and bring more awareness.

Another practical way would be to revoke licences of traffic offenders and make them re appear for licence test as said above.

Long term:
Make Traffic rules a part of Study curriculum and should have a written paper and each child should pass through with certain marks. This should be specially emphasized in Rural areas where there is the least awareness about self and others safety.

Also make Road safety a part of the above study.

Do not allow manufacturer's to register cars which do not pass NCAP tests and with ABS and Airbags.
For eg: One cannot avail a loan for buying tractor in India if its not approved by Budhni farm machinery Institute. But Sadly to say this same institute has not made ROPS (Roll over protective structure) mandatory for tractors. Its estimate 800 tractor drivers die each year just because of roll-over.
