I got my two-wheeler's PUC certificate renewed last week, and the thing doesn't even have reference values mentioned on it. Unless a cop looking at the certificate knows reference values for BS3 4-stroke two-wheelers, he may as well be reading Tinkle Double Digest.

I think the dilution of penalties has become a 'cheap' vote catcher. In most cases the vehicle was being driven without helmet, registration, insurance, license etc. So a hefty penalty is to be expected. These things are easily corrected. In fact they should not happen.
