Vietnam: Citizens can get paid up to $200 for providing evidence of traffic violations

According to reports, Vietnam has announced that it will pay citizens and organisations up to VND 5 million (approx. $200) if they provide evidence of traffic violations.

The reports suggest that traffic cops will pay a percentage of the fine levied to civilians who hand over camera footage of badly behaving road users. The new scheme was launched this month, with the Vietnamese government stating that the program should help make the streets safer.

Officials stated that the additional money raised via the program will be used to improve road safety further. The cash generated will help in the purchase of vehicles and equipment, the development of information systems and the maintenance of traffic databases; among others.

Vietnam also plans to introduce other safety measures, including surveillance cameras, along with increased fines and stricter penalties for traffic violators.

If this is introduced in India, in a couple of days we will see news articles like "Man killed in an altercation at a signal for recording a signal jumper"

Sarcasm aside, hope this system is anonymous even in Vietnam since it would be really risky otherwise. System should have sufficient checks to ensure anonymity and still be able to identify users to pay the reward. India should also look into implementing this system, even if it is without rewards.

What happens when there are multiple people "snitching" on the same violator? Who gets the reward? There could be 'dog-fights' over territories and so on.

If they introduce this in India, majority of Instagram Influencers will move to this line of work.

Jokes aside, I had also thought of this idea, but in India, you getting beaten up or even killed by offenders are more then getting any reward from police.

If i remember correctly, this was being done in Pune few years back via Maha traffic app. General public would upload pictures and police would send challan.

Not sure what happened to it later.

This doesn't pay public, right ? You can post pics/videos on twitter or app and they challan the vehicles in Bengaluru.

There has to be a monetary benefit to reporting traffic offences. There are so many people in India, might as well outsource this work to them!

People find a way to make money out of the smallest of margins. You can see people using their Railway prepaid cards to get platform tickets/unreserved tickets faster and make 5/7% from the railways.

People indulge in doing 10 minute deliveries for money. At least this is a more pressing problem than getting a pack of ParleG delivered in 10 minutes. Why can't this become the primary source of additional income for someone struggling to meet ends? While making public at large safer, commutes faster, and ensuring the law breakers are punished! Seems to be a win win win for law abiding citizens and an easy revenue stream for the govt.

The situation in Pune right now is so bad that this is the only thing that can help improve the situation. I would welcome this being introduced here. I have no qualms in people making some money at the expense of law breakers. Because it is the people who suffer! Even if it is 10% of the fine amount. I know spots in Pune where someone could make thousands in about an hour of work. If this at scale cannot bring the public at large in line, nothing can.

I love how the doors to a wonderful new job is being opened, something which exactly traffic police and closed circuit cameras are supposed to do.

In Bangalore Only roughly 50% fines are recovered annually, hence an improvement is first needed in recovery mechanism all over India

First give us one Nation one Number plate for a Unified database

Recommendations for Implementation

Technology Enablement:
  • Use secure apps for citizen reporting, with mandatory evidence upload (photo/video) and GPS tagging. All this Video has to be in correct format and compressed for processing
  • Automate fine issuance using AI and verification to reduce administrative workload.
  • Instead of loop deleting dash cam footage these can be uploaded, and AI finds the violations, masks personally identifiable data like say Google Street view camera does and AI process payment all I do is auto upload!

Prevent Abuse:
  • Penalize false reporting, deep fake videos and incentivize only verified, significant violations.
  • Educate citizens on the types of violations to report and begin with select types of violations

Fine Recovery:
  • Integrate Aadhaar and PAN systems for enforcement but ensure proper legal frameworks. Add the amount owed to Ceasar to tax filing or reduce it from subsidy given to the Adhaar or PAN Of HUF or deduct from FASTTAG
  • Offer early payment discounts to encourage compliance.

Data Transparency:
  • Publish periodic reports on fines issued, recovered, and pending to ensure trust and transparency.
  • This system could be transformative but requires thoughtful design to avoid unintended consequences.
  • AI can time stamp who reported the violation first and pay on first come first serve basis and payment will be subject to recovery

Like Google masks for privacy AI can mask the reporting vehicle and other aspects

IDK about other cities, but in Bangalore we use the Public Eye app to report traffic violations. You can post images of the violations & the app autodetects location too. I've submitted many tickets, usually parking violations, and they all have resulted in challans being raised by BTP.

Ya and the moment BTP starts paying you 10% of it, you will do it more frequently and so will others. If nothing else BTP should do this for wrong side driving and riding without helmet, that itself will get them quite a chunk of revenue.

This isn't new.

Goa had implemented in the past and was rewarding to cash rewards to reportees.
Goa Police will now reward citizens for reporting traffic offences

There was also an unfortunate incident where one reportee was beaten up by traffic violators.

In Maharashtra too, we already have an app called 'Maha Traffic App' where people can report various traffic violations to the authorities. The only thing is that there is no cash reward.

I am from Vasco and I remember that incident. It didn't work in Goa as the people targeted the sentinels and physically attacked them. It happened at more than one place. Then the whole program died as people were scared to report the traffic violaters and many people were happy to see the end of it. The lawlessness from some continued unabated and continues to this day.

Instead the Govt should install AI cameras all over the state, at every junction, cross road, speeding lanes and send challan directly to the violaters home. Technology should be used more than the human sentinels in these matters
