Here is a vlog by a friend who traveled from Bangalore to Kannur. He has finished 14 days home quarantine but still been asked to stay indoors for another 14 days. He can have minimal contact with family members but that too is discouraged.

Would be great if anyone can share latest formalities to keep in mind before driving down from Bangalore to Kollam in South Kerala. There will be 3 adults (one elderly) and a kid 11 yrs old.
Do we need to apply for TN transit pass as well? Plus what should be the Quarantine formalities we should expect in Kerala.

You need to get a TN transit epass, if you are transiting TN. You will get it easily compared to a TN entry epass. Heard from my colleagues of Kerala that the quarantine procedures are very strict there. Try to get first-hand information from someone in Kollam.

No e-pass for inter state travel from Aug 1?

MHA Guidelines for Unlock 3 mentions no need for any e-pass or permission for interstate travel.

Not sure if my understanding is correct but at first glance this is what I felt.

The same clause was mentioned in Unlock 2.0 too Paragbhai but the state governments took a call independent of this clause.

Lockdown Road Travel Experiences Across India?

With the lockdown and hearing all kinds of stories of difficulties passing through states because of regulations, I would love to hear of first hand accounts of people who have travelled across states in the last couple of weeks or are planning to in the next couple.

Why I ask:
-Missing driving seriously
- Also, for some work I may need to be in Udaipur, Jaipur, Delhi and maybe Mussoorie. I was wondering I could drive instead of flying. What’s with state exits/entries, entering cities?
- What’s the driving scene from Kolkata to Gurgaon? Passing through West Bengal, Jharkhand, UP, Delhi and then Gurgaon? State entry borders, entering cities?

Want to hear any first hand experiences...

Thanks Gannu and thought as much too and hence had added a question mark to my statement since I couldn't be that sure.

Although this is the first time perhaps I read that point in detail where they mention about e-pass, I do recollect that the center had given nod to each state to further implement stringent measures as needed beyond MHA guidelines but not to dilute anything mentioned in these guidelines.

The highlight of this unlockdown is the lifting of night curfew and that is very much the headline on front page in one of the print media I subscribe to. But one never knows if state govts would want to continue this (and other restrictions) for an undefined time.

So better to wait for a fresh set of guidelines from. individual states in this regard.

My parents arrived at CBE this morning.
Newark - Delhi United airlines - a full flight. 14 hours non stop. Apparently, immigration at Delhi was quick. The counters post that with the desks for inter state travel had bottlenecks. Documents were checked. They had the prints of the epass that also contained the cab number and driver number at Coimbatore. No questions asked and they were let go. I believe more than 50% were asked to undergo Institutional quarantine. My parents were advised home quarantine. Just too many forms to fill at each place i hear.

The 5.40 am Indigo flight - Delhi to Coimbatore was packed ( a group of real estate guys flying out 100's of people ). Post deplaning, swab test was done and they were told that results will come in 2 days. If there is an update post 2 days, i will circle back here.

My Parents are planning to take the Vande Bharat Flight from Melbourne to New Delhi. Their final destination though is Mysore. They plan to switch planes at New Delhi and arrive in Bangalore. Later take a taxi to Mysore.

MCR - After immigration, people have to go to specific counters based on which state is the final destination. That counter will ask for details of address, age, self declaration forms etc..By and large, for senior citizens, they are allowed to proceed if they have a confirned connecting flight. My dad had prints of the connection flights, the epass for TN as well. They were just asked questions on where they were coming from and if they have any ailments and who else is at home with them.

From Deplaning to arriving at the domestic check in counters, the whole experience ( Deplane, forms, more forms, immigration, customs, state wise counters etc..) took an hour and 45 minutes for them. Their flight landed at 11.30 pm at Delhi last night.

I am not sure if this was in 2.0, but I read in 3.0 that the district magistrates is responsible to make sure that the state governments does not dilute the guidelines stipulated by the central government.

There is no clarity from the TN state government regarding this so far, or may be I missed it.

Tamil Nadu extends lockdown till August 31; ban on public transport continues. The ongoing e-pass system which is used by private vehicles for inter district travel will be continued till August 31.

Complete lockdown on Sundays.

Following is my experience of driving across states just after Unlock 2.0.

I don't think much has changed now even after announcing Unlock 3.0, atleast in the southern states. Interestingly, it looks like you can travel without such epass restrictions in most of the northern states. May be they are following the Central Govt's Unlock guidelines in letter and spirit

Sharing my personal experience of the past 2 weeks. Had travelled from Mysore to Wayanad through the Muthanga Checkpost
  • From the word go, everything was organised and executed meticulously
  • Registration on the Covid19jagratha portal was seamless
  • As we entered the border, my car was given a shower of disinfectants
  • At the health booth, sufficient counters were made for verifying the registration and stay details
  • Was asked to undergo a RT-PCR test; (I am told that they are currently doing Antigen tests
  • Clear instructions were provided
  1. The team informed me that if found positive, I will be picked up from my home
  2. To be home quarantined for 14 days; zero contact with other occupants of the house and provision for separate utensils to be made. We did not step out of the first floor
  3. My Parents who lived there should not step out of the house for the next 14 days.
  4. Information to be provided to the local police station on arrival at the residence
  5. A sticker was pasted on the windshield of my car- Essentially a callout to the public that this car has entered from out of state and is not supposed to stop anywhere enroute; Extra layer of security was that we (a convoy of 20 vehicles) were escorted by a police jeep
Experience during Home Quarantine
  • We got calls from the central health help desk every alternative day checking on our well being and with a request to inform them about any uneasiness regarding physical or mental health ; Calls from the local health centre every 5 days
  • Regular calls from the local police station enquiring about the status and offering help for supply of essentials if required.
  • The police visited us a couple of times too. They do have an app that is supposed to be installed for tracking.But that is limited to Android only.
  • And finally, on completion of our quarantine period, we receive a link to download a certificate!

The Government is doing everything to manage the pandemic. If we as citizens follow the instructions, the virus indeed can be decimated! Thank you Kerala Government!

Did anyone quote the following guideline from MHA and try to enter PY, TN or KA without an ePass? What was the response?

"However, there shall be no restriction on inter-State and intra-State movement of persons...No separate permission/approval/e-permit will be required for such movements."
