Spotted a Silver Alto bearing reg number Tn 20 ** 6028 opposite MIOT hospital this morning at 10:40. There was a LTD sticker on the rear windshield. It was faded and I presume it is a very old sticker. BHPian?

Haha, I have no idea how the Mumbai RTO assigns the series. A few years after I got mine in 2000, the Mumbai Police acquired a whole lot of Qualises, all with a BA registration. So, like I said, I have no idea how this works. Does anyone?

In MH-02, I think it is sequential (with some exceptions, like JA, WA etc.). When I bought my car, I think BX was running but I got it in BY (I wanted a specific number). Later on when I visited the RTO for various reasons they had mentioned BZ, CA etc. are done and CB is the current series.
