That's because MH RTO assigns series like this - AA, BA, CA, ... , ZA and then AB, AC, AD, ... , AZ and then BB, BC, BD... BZ.
Some series are also used by Govt officials eg- BA is reserved for police cars.

This is very definitely not true for Andheri RTO (MH-02). My car is in BY and a colleague's is in CD - cars bought about 15 months apart.

I have noticed the registrations on many cars so I think it's true. Though I would be happy of someone would correct me.
I know someone who bought an MH 01 BG car a year back and recently he got an MH 01 BK. gap of 11 months but still both series are close to each other. There are times when some series move too slowly.
We are going highly off topic here but still id love it if someone corrected me. Btw BY must be 2011 and CD early 2012 I guess. Mine is BD 2007

In MH-02, I think it is sequential (with some exceptions, like JA, WA etc.). When I bought my car, I think BX was running but I got it in BY (I wanted a specific number). Later on when I visited the RTO for various reasons they had mentioned BZ, CA etc. are done and CB is the current series.

BY is June 2010 and CD is sometime mid/late 2011.
Spotted and overtook a PB-registered Thar (or another vehicle which looks similar) on my way towards Bangalore, about 10-15 km beyond Hoskote. It had LTD on the rear. Looked like it belonged to someone in the armed forces, but I could be wrong.

2) Black XUV 500 with LTD in the boot door near Cosmos Mall yesterday night around 8:40 pm
You came out of AECS Layout to join the IPTL Main Road. Went to the right side of the road, and suddenly changed to the left lane to enter the HP - Mats Fuel Park.
I had to brake hard. If you are reading this sir, please be a little bit cautious about the vehicles behind you too before changing lanes.
3) Blue Figo with LTD on the boot door near TIN factory Bus Stand today morning at around 08:50 AM. Looks like you were dropping off somebody in the bus stand.
4) KL regd White Ikon with White Alloys in 4th main road (parallel road to Tippasandra market) today morning around 9:15
5) KA04 XX 4193 Silver Ritz having LCLC and URL stickers on both the ORVMS. We were driving together all the way from Hoodi Circle till Whitefield Honda. You had a "NO Honk" stickers on your rear windshield.
Was trying to get your attention when we were parallel in a couple of occassions, but your eyes were firm on the road.
