That's not a govt vehicle per se, because all KA govt vehicles' numbering would have a "G". This one may belong to some govt agency/undertaking, or someone trying to pull a fast one with that green band and the KA map-like sticker in the "national" colours

Which is very often the case these days!

Even if it's a government vehicle, it's surprising to see it in this avatar, loaded with stickers.
