The reason for different prices is because of tax structure
thats why VAT was introduced to make the feild equal.

however again there was politics & VAT was highlighted as a worst thing in indian economy
there was a detailed article about it in Outlook

BTW In Pune XTRA PREMIUM 48Rs/lit
