Well, to be honest,I feel photoshoped motion blur is actually a waste of time(but incredible fun! I love it!), you get much better results with actual panning. Anyways all the best!

That's the point!!

I don't have enough equipment to make real panning shots, a tripod is missing, in spite of having a basic zoom lens... :(

You dont need tripod for panning. check this out. I have done most of my panning hand held, with my 50mm prime lens..no zoom..no nothing

Clevermax, as promised here is an effort from my end. Have attached both the original, as well as the processed version for your reference. Sorry about the poor quality of the image as i had a low quality image to start with.

@benbs
Try this.
Make a selection around the car.
Save that selection
Then copy the car and paste on a layer on top.
Now reload the selection you just saved.
Then select inverse.
Now apply motion blur to the layer at the bottom.
Then enlarge the car on the top layer a little bit as required to cover up any masking.
This will give a little more refined and natural motion feel.
Regards,
TG.

Snow storm

Taken near Rohtang Pass.
All around there was snow. Not a soul in sight. Just flying snow, and howling winds
