This is what I ended up with, after leaving all the settings in Auto mode.

(Bad pictures are not allowed here I know, but I couldn't think of a better way to explain)

To counter the blur either you will have to use higher shutter speed(for which there is no override in most P&S) or use a tripod. Just check the ISO is set to Auto or max available value like 1600 or 800 to be able to get a crisp shot in such low light.

If you want a shot showing just the lights(like the one below), reduce the Exposure(EV) in settings.

The EV settings go up to +/- 2.0 .

When the road is all fogged up, it is easier to just set it to auto and shoot!

For the shots where you have the headlights ON, you can try exposure blending of couple of pictures taken at different exposures. If your camera has HDR option, using that would give decent results.
