Its not said that he holds both IAS and IPS.... Its not possible to hold the two together... As Its not a degree, but a position, you lose the IAS stature when you quit it...

However, He could have passed the IAS, got training, been the gold medallist for the batch.... And could have quit... And again took the exam to do the same in IPS... Or the other way round...

Its possible to write the exam again... So... Nothing wrong with the article in saying that he was a gold medallist in both...

It reminds me of this Bharti-axalife insurance Ad where the kid says 'Papa, i have more letters' Looks like this person surely needed more letters!!

I struggled to get just 2 letters ...so I "bow" to him!
