Here's the formal notification.

The NDMA, headed by the Hon’ble Prime Minister, takes an in-principle decision to extend the lockdown till 31 May, 2020.

Authorises National Executive Committee to issue modifications as may be necessary to open up economic activities, while containing COVID-19 pandemic.

Major devolution of powers to states.
E-commerce fully allowed (!)
Zoning left to individual states.
Inter-state transport allowed, states to decide.
Intra-state travel allowed.
33% stipulation for workplaces done away with.

More or less business as usual in KA at least!

I am quite disappointed. The PM himself had stated that the new lockdown would be totally different. There have been increasing number of articles in the past few days with officials hinting at resumption of flights and metro services. However, these remain suspended. Apart from a possible reduction in red zones, I don’t immediately see any relaxations as even malls remain closed. Even Pakistan has resumed flights yesterday. I suppose the increasing number of cases made the government develop cold feet. I am still hopeful that flights and metro services might resume next week in a limited manner just like some “special” trains have started running. We also need to urgently do away with restrictions on inter state travel as well as the 7pm curfew. If at all necessary, it should be from 10pm.

Logic had died long back. Maybe Corona likes to travel by night. The heights of inaction is Principal secretary calling meeting with Chief Secretaries of states at 9pm. What difference would it make if the extension of lockdown was communicated yesterday, everyone has resigned to their fate.

To add to it govt is willing to add as many Shramik trains as and when requested by state govts. This could be just an announcement to cool the tempers down without actually acting on it. Link

This whole shramik specials are so shrouded in secrecy that only those in power and those fortunate ones who actually boards these trains are aware of it.
It is creating more chaos as those who are left out are restless and clueless. This is one of the reason that many started on foot or cycles or hiring trucks.

Understand that it may lead to some rush if it is announced publicly, but then otherwise things are getting worse.

His words have made me too numb "We labourers have no life, we are just a cog in the wheel, spinning continuously until we run out of life”. The wheel itself is running over these human beings.

What about people moving within or outside states? Technically, anyone can be arrested if found in curfew hours.

As with other past decisions, we should see some changes.
