Prof Jayati Ghosh is the Chairperson for the Centre for Economic Studies and Planning at Jawaharlal Nehru University, New Delhi.

She says she was embarrassed – and not just disappointed – by the measures announced by the Finance Minister on Thursday to tackle the plight of migrant workers. According to her the govt just doesn’t care what happens to the hundreds of millions who’ve lost their livelihood and face destitution and starvation.

Quite true. By imposing lockdown, Govt had artificially ensured the demand is zero (except for essentials like food, medicine). When the lockdown 1.0 was announced, in these forums we had discussed how Govt shouldn't botch up demand and must build confidence among consumer & business by offering a safe environment for operation.

What is expected:
1) Safe guidelines on how businesses can operate after lockdown, in this time of the pandemic.

2) A basic wage for those affected to sustain themselves during lockdown.

3) Abolish all tax, rent, premium the period during the lockdown.

This must have beeen announced on day 1 or day 2 of lockdown.

Some kind of financial rule imposition that the days in Lock1-3 not to be charged.

However that may not work because there were some essential services/business being conducted. And those people will ask for their share of money for the work rendered. Like utilities, food stuff, transport.
And once you give a window for concession, all human beings in their self interest will try to receive such concession and charge everyone else - resulting in another kind of chaos.
