Surveys among the student population of both in Oxford and Cambridge have indicated that the heterosexuals are now below 50%. This can easily lead to population collapse.

To be fair, it's an online survey and the result could easily have been skewed due to increased interest in the LGBT community/forums.

Nowhere does the study compare south Indian states to BIMARU ones, unless I've missed a page. It just says sperm quality has declined in south India. Even so, I assume there's no real push from society in BIMARU to make more children. It comes down to education and development. It is well known that TFR is inversely proportionate to human and economic development.

I am not sure if immigration to another country affects TFR. But again, it's fairly obvious that more south Indians can afford to go / send their children abroad to study, because of higher economic development. Also, there are about 700 million internal migrants in India, out of which 10-15% are inter state. I would wager a large majority are from the BIMARU states to Mumbai / Delhi / south India, bringing with them a higher TFR if your assumption holds true.

This, attempts to explain the reasoning behind that particular pattern. According to the author, it has to do with fertility of the soil.
