So if you're bankrupt, you don't need to give a damn about speed limits huh? Its silly to base a fine on how rich the offender is.
Thats a great system and really effective too.

Huh? Bankrupt and homeless people dont own cars. If they do then their cars will be siezed.

why???? you can always go to jail or do some public service :D
when there's a lot of money, what is the point in putting huge fines. This will only become a publicity for the violator.
Better yet to make them do some social service or some out of the box punishment that will make them realise and will be a good lesson to others as well. Like in singapore, if you are caught littering, first time would be fine and any other consecutive offences, you would be made to sweep the road for a day clap:and still repeating would land you in jail

Don't they get to keep one car? Besides, you can speed in a rental too.
Make them stand at a busy intersection waving a banner of "Do not speed". That should do the trick. :)
