Oxymoronic Rules

The intent of this thread to have fellow BHPians share their knowledge of worldwide rules which make sense in one context and do not in another. I recollect another thread related to Jaw protecting helmets not mandatory in US while they obviously would offer better protection to the riders. Make Sense?

In Georgia (USA), fastening seat belts is mandatory for front occupants of automobiles. However, if you are driving a pickup then front occupants are not required to do so? Why have such a rule?
