Do not claim insurance, from the pictures this can be rectified for around 200 rupees at the local workshop. The plastics have given way, so additional screws would be required on the side and center to hold the bumper in place.
This may look ugly but IMO a sensible thing to do.

I dont know if the cops are going to be ready to accept my request to pursue this again, since they have already given me a "panchnama" which reads "unknown/unidentified ppl on bike, number could not be read due to darkness of night". This on my request because, the initial number i gave was of a scooty pep, which was wrong.

Well, Jokes apart.
The purpose of FIR was to 'use' it as pre-requisite to the insurance.
If you arent going for insurance, the FIR is dispensible.

But, again, you could take a bit of a defensive stance at the Station, and tell them you distinctly remember the bike being HH-CBZ (Model Make and color)
also accept, that it was dark, but, then you do recall it clearly.
If the cop is good, he will listen.

morever,
you have the bike owner's name.
Are you going to bring it to his notice, the incident?

This is just a hit-and-run/flee thing, isnt it?

**UPDATE**
Well, Spoke to prabhu & surveyor as well today. FInally, after a detailed mail explaining the whole incident, the surveyor has agreed to approve the repairs for the following:
1. Left Fender ( it had scratches from previous accident) ~ 2k
2. Front Bumper (repairs to be covered fully.. in case not repaired & replaced then 50%) ~ 4k if repaired
3. Bonnet ( it was deformed a little due to earlier incidents) & had a cricket ball dent on it which is getting repaired now ~ 5k
4. Driver Side door fully covered for dent removal & paint as well ~ 4k

Repairs to be paid by me:
1. RIght front fender (it has a few scratches again due to earlier incident) which will be taken care now ~2k
2. Right rear quarter panel ( has a dent abt 2yrs old) which is getting repaired now since the vehicle will anyway sit in the paint shop ! ~3.5k
3. Complete teflon coat, to match the new paint work with the old one ~ 4k

I could have negotiated a bit to include the right front fender into insurance coverage, but surveyor was already pissed off, so left it at that due to my own lack of time as well to play with his mind.

My only worry now is, half the car will look awesome, the other half might be an eyesore.. waiting to see what will be the outcome of all this effort :P
