No toll for the physically disabled on highways operated by NHAI

A colleague who works for disability rights shared the following picture. Looks like all vehicles modified to be driven by specially abled persons are exempted from paying toll on this stretch. Not sure whether the same rule applies to all National Highways.

Edit: Google tells me that the exemption has been in place for more than a year now. Some relevant pointers:
  1. All vehicles whose RC has an entry of it being an Invalid Carriage are eligible for this exemption.
  2. The exemption is applicable at all toll plazas located on highways operated under NHAI.
  3. In order to claim exemption, such vehicles must be FasTag enabled. The cost of supply of FasTag (by the licensee) and the toll deemed to be charged to these FasTag accounts (by the toll plaza operators) shall be reimbursed by NHAI.

The guidelines issued by the Government clearly state that the FasTags should be issued to such vehicles with proper entries made in the account of the tags being used on invalid carriages. It is fair to assume that these FasTags accounts need not be recharged like normal ones.

Does this exemption apply to a regular vehicle driven by a disabled person with 40% disability?

Unfortunately no.

This exemption applies only to those vehicles that have been registered as Invalid Carriage. A normal vehicle, even if it is driven by persons with disability, doesn't fall under the gambit of this rule.

Is it legal for disabled persons to drive a vehicle that is not classified as an invalid carriage?
