Red/Trade plates are used while vehicle is on public roads.

If :
  1. Vehicle remains in plant during testing / development
  2. Registered at a later date with normal registration
Red plates should not be required.

Is it possible that the car was in another state and recently moved to this state and So they got new plates for this vehicle?

As per RTO records, this car was registered in March 2017 (Expiry date - 15 Years) .

RC/FC Expiry:29-Mar-32

Not sure if expiry would increase when car is moved across the states.
