Average speeds on our highways are still quite low! The best we've managed between Thrissur and Chennai is 7.5 hours for a distance of 600kms! It might seem on the faster side for the regulars but then the average speed is only 80kmph! This was on a good day! The speedo needle happened to be on the wrong side many a times!

The worst that can ever happen is that the average speed fixed by these scamsters is 50-60kmph! That would be for pure greed!

But safety is still not addressed!
1) There are still many illegal crossings which are nothing less than lethal!
2) Many people don't know to drive on highways! Just because a person can drive safely in the city doesn't mean the open highway is a piece of cake! It's a different ball game!
3) Regulating the issuing of licences alone can reduce road accidents by 75%

This seems to be another way to raise money!
