Mumbai Coastal Road construction begins (South Mumbai phase)

The Municipal Corporation of Greater Mumbai has begun work on the south section of the proposed coastal road. The road will run from the Princess Street flyover to Kandivali Junction.

The south section of the coastal road will begin at the Princess Street flyover and end at the Worli end of the Bandra-Worli Sea Link. It is split into four sections. Section 1 is from the Princess Street flyover to Priyadarshini Park, while section 2 is between Priyadarshini Park and Mahalaxmi Temple. Section 3 starts from Mahalaxmi Temple and ends at Maa Hajjani Masjid and section 4 ends at the start of the Bandra-Worli Sea Link. The south section is expected to be 9.98 km long.

The north section is split into three sections. The first section starts from the Bandra end of the Bandra-Worli Sea Link and ends at Carter Road, Bandra, where section 2 starts. Section 2 consists of a sea link bridge and ends at Ritambhara College, Juhu. Section 3 ends at Kandivali Junction. The north section is expected to be 19.3 km long.

Reassuring to read this news. ‎Good to observe that in the last 10 to 15 years serious investment has started in upgrading Greater Mumbai's infrastructure.

Road area in Mumbai is much lower than Delhi the other comparable city in population. Hence these over water bridges, long two tier roads and cement paving are all needed not to mention the metro. The city that pays the largest taxes deserves the best infrastructure it can get. ‎

Factoid: car density of Mumbai 430 cars/ km of road. It has the highest density in India. Calcutta & Pune are next. New Delhi is fourth 93 cars/ km of road! - though as we know New Delhi has the highest number of cars. (data from 2016/NDTV)

The MCGM also gave a special presentation at the Annual Event of Nepean Sea Road Citizens' Forum in November. This video is taken at the event and has more technical details about the project.



This presentation was given by Mr Mohan Machiwal, Chief Engineer of the Coastal Road. Also present were Dr Sanjay Mukherjee, Addl Commissioner, MCGM And Mr Kuknoor, Dep. Municipal Commissioner, Coastal Road.

Love this maximum city! Some of the roads have been game-changers. At some times of the day, you can do Dadar to VT in 20ish minutes, thanks to the big & long Parel / JJ flyovers. Then, from the airport to Mahim causeway, there are now ZERO traffic lights. Heck, IIRC, Kandivali to Mahim Causeway only has 1 traffic light or something.

Love the Sealink for the views it offers, and am looking forward to night drives on these roads. Bombay offers some spectacular views .

Wonder if they have thought about putting in a rail line along with this massive construction. could go a long way in reducing the load on the main lines. I hope this makes enough space for public transport and pedestrians with all the reclamation work to be done.

In the 9.98 km section from Princess Street Flyover at Marine Lines to the Worli end of the Bandra-Worli Sea Link (BWSL) there will be a tunnel beginning at Chowpatty which will link to Priyadarshini park, after which the coastal road will pass through the Bandra-Worli Sea Link.

The phase will include 4 interchanges at Amarsons Garden at Breach Candy, Haji Ali, Worli and Bandra. The project will require the reclamation of around 164 hectares of land.

Work on the second phase, a 19.22km road between the Bandra end of the BWSL and Kandivali, will be constructed by MSRDC. The phase includes the 9.5 km Bandra-Versova Sea Link. A further extension of the road to Ahmedabad has also been proposed.

Just hope the authorities have done proper research & there are no loose ends.
Just take a look at the Bandra-Worli Sealink as an example. During morning peak hours towards Worli Seaface, the car spends more time in 1st gear than 5th gear, all thanks to the 4 lanes converging into 2 lanes!

If you observe carefully, the 2 lanes are actually exit lanes as the sea link is designed to be extended into the coastal road. This never happened due to many reasons and hence the two lanes today are facing more traffic than they were originally intended for.

On the previous hearing, the BMC had informed the court that if the project is on hold, the state will incur a loss of Rs 10 crore per day. The High Court was hearing a petition filed by city-based architect Shweta Wagh and eight other petitioners, stating that the ongoing reclamation is not only illegal but will also irreversibly alter the coastal morphology, biodiversity and traditional ecological practices.

It also states that the coastal road and the ongoing reclamation works are in patent breach of the law on environment clearances, traditional rights and jurisdiction.

Senior Counsel Shrihari Aney, arguing for the BMC, informed the court that the BMC and the Ministry of Environment, Forest and Climate Change (MoEF) have filed two separate affidavits.

Following which, Senior Counsel Janak Dwarkadas for the petitioners sought time to file their rejoinder, seeking a hearing after the court vacation. Aney opposed the request stating that part of the work is completed and due to rough sea in the monsoon, the work will be washed away.

Chief Justice Pradeep Nandrajog, as a suggestion, said they will consider allowing them to strengthen the work to ensure that it does not get washed away on condition that a commission will videograph the work and that such an application will have to be made to the court. Aney, however, said this will not be advisable at the moment.

An affidavit filed by Mohan Machiwal, Chief Engineer, BMC, said there is a need for the south coastal road as the existing infrastructure is overburdened by increasing traffic and there is no possibility of broadening existing roads, which lead North Mumbai to South Mumbai.

Machiwal added that Mumbai is the most car-congested city in India with approximately 510 cars for every kilometre of the road.

On the allegation by the petitioner that the project does not have required permissions, the BMC in the affidavit said the amendment by a notification dated December 30, 2015, permits construction of the coastal road on reclaimed area and that this has been specifically incorporated in the Coastal Regulation Zone (CRZ) notification to accommodate the project.

The affidavit also states that on the second application made by the BMC to Maharashtra Coastal Zone Management Authority (MCZMA) and MoEF, after considering various reports submitted by the BMC, the expert appraisal committee (EAC) concluded that the project is the need of the hour. The EAC noted that denying the recommendation to the project for CRZ clearance will not serve any “public interest and the social benefit outweighed the marginal impact likely to be incurred on the environment, which could be mitigated”.

The affidavit also states that the EAC recommended imposition of specific conditions which will ensure protection of the environment during the implementation of the project as well as securing the green belt that will be generated by the project.

An affidavit filed on the previous hearing by Suresh Adapa, a scientist at the MoEF, stated that while making its recommendations for CRZ clearance, the EAC of MoEF had carried out due diligence on social aspects of the project and accordingly granted CRZ clearance with specific conditions from the perspective of a social aspect.

It added that the specific conditions were the project proponent is required to periodically carry out studies through the National Institute of Oceanography (NIO) during and after the construction of the coastal road to access the actual impact on human habitations and shore morphology of adjacent areas and shall report its findings and mitigating steps taken every six months to the MCZMA, the state pollution control board and the regional office of the ministry.

The BMC affidavits added that on the recommendation of the EAC, they have engaged the services of the NIO to carry out a continuous study of the coastal morphology and impact of the project on tidal behaviour.

On the issue of the impact on livelihood of fisherfolk, the BMC in their affidavit states that since most of the fishing activity takes place beyond the alignment of the coastal road, navigational bridges will be provided to ensure that there is no adverse impact on ongoing fishing activities. It also added that adequate compensation will be provided for traditional fishing.

An update today.

SC allows contractors of Mumbai Coastal Road to go on with ongoing work in existing locations

The Brihanmumbai Municipal Corporation (BMC) and Larsen & Toubro Ltd—one of the contractors of the project—had rushed to the apex court after the high court last month continued the status quo order against reclamation work. The other contractor HCC-HDC Joint Venture, had also followed suit and moved the SC.
I hope the BMC and Contractors' claims that all environmental impact studies and social impact studies havev been done stands true in the court of law. No doubt there will be environmental costs, but if done properly, can be mitigated to a large extent. Let's not forget that Much of Mumbai as it stands today is reclaimed from the sea. the original Mumbai was 7 islands!

Floor of the tunnel is below the sea level. How will they prevent flooding in monsoon season?

There are ways to do it (eg. Raised and covered entry), hope they've thought of it.
