This will definitely work.

Remove the wheels from the tow truck as well.

Best suggestion above and the best response I found so far ! Also I equally liked the esteem_lover word of wisdome; drive it yourself to the police station.
This thread is supposed to be in the Jokes secion.

In a FWD car how about engaging the 1st gear and the handbrake (assuming you have a pretty good handbrake).

Once in Blore at Jaynagar the tow truck was trying to tow away an illegaly parked Zen. They tried lifted up the front and tried pulling the car... the rear wheels were locked This time they lifted up the rear and tried towing away.. the front wheels weren't free They tried shaking the car left and right but finally left it there and went away.
I was standing at a distance watching the whole tamasha.

I have seen the tow guys use a ruler and open the door of cars and disengage the gear and handbrake before they tow the car away.

How to prevent your car from getting towed away

Leave your car at home and go in your friend's car.

Make a fake bumper and hook set which can be slided down into slots on both sides of the original bumper, and carry it with you. When you park, put the fake bumper infront of the actual bumper and hide somewhere, waiting for the towing agency to come. When they place the hook/system and lift up, the fake bumper will get slided up and your car is still on groud with enough clearance at front (the fake bumper is gone up!). The towing people will be stunned with their jaw droped in disbelief, atleast for a minute. Rush to the car, drive it away

Jokes apart, never leave the car in such a place / situation. That's the best way.
