Speed limits at traffic signals

Yesterday I saw something which appeared completely absurd to me, on one of the most important roads of Bangalore, the road to Bangalore International Airport (BIAL). Speed limit boards displaying 80 kmph plonked right next to traffic signals !

Logically speaking, I feel all drivers should progressively slow down while nearing a traffic signal, to around 50 kmph from a distance of around 100 metres from the signal, so as to have sufficient reaction time to come to a complete stop in case the signal goes amber and then red.

Having speed limit boards marked 80 kmph placed right next to signals encourages one to speed up while approaching a green traffic signal, (instead of slowing down), probably leading to many of the horrific crashes being seen of late on this road.
