Yup, it's Lexus India's car. Not sure if sold now, also this isn't the only one in India. Chennai has a blue example.

Yes this particular car has been in Delhi NCR since quite a while now.

As A.K has mentioned, there is a blue RC-F in Chennai so that makes it atleast two cars in India. There was one carnet import as well but afaik it has left the country now.
