Is the list of country codes documented somewhere? Wikipedia lists just these code-country mapping:

17-China
52-Netherlands
68-Switzerland
77-United States
109-Israel

I realized it late..(you may already be aware of this) but this kind of information (lists etc.) in public domain is essentially a security threat to diplomats as was highlighted by an attack on an Israeli diplomat in 2012 in which an embassy registered vehicle was bombed and culprits apparently identified an Israeli diplomat's vehicle simply by the number '109'.

Wouldn't this type of information be readily available to the public anyways?

It would be pretty difficult to keep it a secret. If you stand outside the embassy and see the number plates of all the cars entering or leaving then you could easily find out.

Agree with you..still, a list compiling such information for all embassies can only serve two type of people (outside the government).. an enthusiast or a criminal. So, making such info (which is not yet readily available for multiple embassies) public will feed the "greed" of an enthusiast but will also make it convenient for miscreants, irrespective of whether a criminal really needed it or not in the first place.

So, I think this pursuit of such information is unjustified.

AFAIK, people (in general) have such knowledge for a limited number of countries only and IMO it is best that way.

They aren't consulate cars, they're given to Indian citizens. Check this post for more info.

Spotted a grey Hyundai Genesis on diplomatic plates (42 CD) near Moti Bagh today. It was much larger than I had imagined it to be, and looked impressive on the whole
