I actually saw a similar Genesis in Bangalore yesterday, I had no idea there was one here. Weirdly enough it was on normal plates, no consulate-specific ones. Unfortunately I couldn't grab a photo in time.

Could be one of the cars Hyundai had gone down here for display and showcase when they were evaluating the market for a potential launch, and now someone managed to get one of those (or someone from Hyundai using it themselves).

Who are the drivers of these Embassy/Consulate cars? Are they driven by the respective Embassy or Consulate's official drivers who are foreign citizens or are driven by Indian drivers?

From what I've seen in Delhi, they're regular Indian drivers. They usually drive like crazy and are never stopped by traffic police for strong tints, red light jumping, etc.

A mix of both I would say.
A sizeable number of cars I've posted here are driven by foreigners, or are used for transporting foreigners while being driven by Indian drivers.

Do all consulate vehicles have special plates or just the ones used by the diplomats? I wonder what all affects the purchase decision for these cars ��

That 2.7 Innova looks like the one sold in Dubai and other mid-eastern markets. I am pretty sure it'll be an automatic.
