I was told that you CANNOT import a new car if its worth less than US$40,000

Is this true? Also does anyone know what would happen if you imported a new car and did not have the required 'type approval certificate'. Has anyone done this before or gotten around it. I ask because its not available from many manufacturers and seems like a silly rule...
