Going by this news, it appears an increase in the duty from Imports from the USA. Certain models from Harley might get expensive. I don't think it's going to serve any purpose and given the past behaviour of Mr. President, this is not going to deter him. This move by India is retaliatory move aimed at US increasing tariffs on Indian Steel and Aluminium and not the other way round. It is a two way street and if Trump wants reduction of import duties of Harleys then US has to reciprocate the same.

As far as I know, any bike which is assembled/ manufactured in India needs to have a saree guard, front number plate, rear grab rail etc. As I had pointed out earlier, bikes which are above 800c & imported as CBU don't have to go through the homologation process, so you won't find a saree guard / front number plate on them.
