If the bikes are BS3 then the bikes must already be registered, right? Otherwise they cannot be sold and registered in 2019.

Unless owners want to ride it without registration and insurance which seems unlikely.

Beats me! Too many contradictions. I agree that a fire sale will have some catch to it but there seems to be too many in this case.
