FE vs power - which is more challenging mod?

I have seen many mods here for more power. No body has tried for increasing thermal efficiency of there engines. But there are guys in the world who have carried out research and implemented increase in thermal efficiency.

So, which is more challenging and expensive job - that is requires more technical capability - increasing the thermal efficiency by 15~20% or increasing the power by 15~20%?

Just curious.

Increasing efficiency will help both power and FE.

You are right, but the efficiency has just almost doubled over the century of engine development, while the power has gone up by more than hundred times for the same displacement.

And the number of people going for increase in efficiency is very little while for power increase are many. Is it because increasing efficiency is more difficult than increasing power or just nobody is interested in increasing efficiency?
