honda city tune up

hey guys,
i have a honda city 1.3 2003 model...but lately i've been having a little problem with car.

it just underwent its 40000 kms. service and the avg. has dropped from 14-15 km/ltr. to 11-12 kms. i asked the guy at ring road honda gurgaon and he somehow made the car aggressive buy twisting a block on the left side of the engine about 1/2 cm. he said it would increase avg but no luck, then i asked him that how will giving the car a faster pickup give eco. he then retired that aggressive tuning and now the car wont respond at a speed of 20 km/h on 3rd gear and as for the avg....ha, i've done 200 k's and its tank is already half down.

can somebody explain wat that guy actually did and how to resolve this problem coz im thinking of getting a cng in this car soon

Hey...I have a 1999 Honda City 1.3L and my average also has dropped in the last few months from about 12.5 to about 11.
Even in my Kerala trip was average was not good.
But then I have done about 160K kms and probably this is OK for the age.
I intend to have the compression check out the next time I service it.
