Scratching and vibrating noise from SKODA OCTAVIA 1.9 Ambient

Guys, can anybody help me with the problem i am having. I am having Skoda Octavia 1.9 Ambient 2004 version with me, which has completed 40,000 km, and I am having some trouble with the engine side, engine making some scratchy and vibrating noise from the downside, which i took it to the skoda service centre and those guys told me it is because of the flywheel wherein the damper is out and making that noise and i am also having some engine power variation at times. But when I took it to another local mechanic those guys told it is due to the injector sensor, which i do not believe and then they told me it is due to the release bearing, actually I am confused now. Also the turbo is now charging only when the rpm is above 3000, which it is supposed to charge at 1200. Any help from you guys would be appreciated...
Also any help regarding a good mechanic who can troubleshoot skoda in Kerala, please forward their contact details..
