Possible - Yes
Recommended - No

The headlight assembly is glued permanently to the casing so even if you get this opened and seal it back (there are ways), chances are it won't be super tight like original - means water and dust could get in further.

Solution - Cover the holder hole with M-Seal, duct tape, etc

I'm sure it's possible. And you can reseal it with Cyanoacrylate super-glue

If you do choose the option of opening it up and cleaning it, please follow this tip: After you are done, warm up the whole assembly so that there is no moisture trapped inside and then seal it. Otherwise you'll have fogging from the inside.
BTW, what is the price of a new assembly? What do you 'lose' if you claim it from insurance?

Where does one get this glue? I don't think it is that commonly available.

That's the one commonly known as 'Super-Glue'. Bonds human skin in seconds!
Even Pidilite make it. Pidilite of the Fevicol fame?
