The idea is interesting indeed and will be helpful. My expectations from oncoming drivers to switch to low beams is almost approaching zero! If I blink to indicate then I have seen that many would activate both beams which blinds me completely. Hope this tech will solve that. But the problem is there are idiots who would again tinker with this and make it pointless.

Auto Dipper has been made mandatory in the state of Punjab.
New vehicles need to be fitted with it before registration and the older vehicles have a deadline of 31 Dec 2013 to get it fitted.
Cost: Rs 1500/- for 2-wheelers
Rs 4500/- for 4-wheelers (both including labour charges).

Pilot programme has begun in Pathankot.

Came across this Indian manufacturer, making auto-dipping headlights in India, and has a patented product for the same.

FAMINDIA - Auto Dipping Headlights

Though the application is pretty basic and jugaadu, but the net result is pretty interesting and beneficial for the Indian Car Scene.
