Harry, I do not know whether the OHC has an air filter and so, of course, I do not know the location!
If the air flow is reduced the only reasons are a choked filter or evaporator. It is possible, though unlikely, that the blower fan is defective.

The gas pressure may also be over the limit during the last fill in. This also cuts off the compressor.

If the gas pressure is high, effective cooling does not take place resulting in the perception that the air speed is low or the cooling is not effective.

10A will possibly burn components of the circuit in question while saving your fuse if and when you do get a surge. do you want that?

The only car of mine which often has fuse issues is Esteem and i replace them with the general ones available . Would it really matter this much ? You suggest i check on the fuses with the ones specified outside of the Fuse Box ? Other than that, i have fuse installed for Fog lamps installed on my various cars and for the aftermarket fancy horn lines too . Would you recommend any fuse rating for these 2 equipments too ?

Wheel balancing is a possible solution.

As ImmortalZ said, first check balancing.

If it doesn't work, use another car's tyres and rims and check for vibrations again.

I had a similar problem. Disappeared when i got a complete suspension overhaul done. Could be one of the following factors either individual or working together:
Tie rod issue, axle issue, broken engine mounts.
