Actual bhp & torque.

Hi
does anyone have a clue how to get actual bhp and torque values of a car ? I want to check out for my verna diesel.

the problem is lot of smoke after 2000 kms of service, i gave it to workshop for rectification, after service its not giving me same performance, just wanted to check to make sure that they havent detuned the engine to reduce smoke. Is there any other trick/hack which they could do to reduce smoke ? Please suggest.
