Hydroxy Mileage Booster - Are they True?

Just came cross an article about something called a Hydroxy Booster. Its a device that convert water into hydrogen andoxygen that is injected through the air intake increasing the burn rate of fossil fuels.

Many users are reporting an average of 30% to 60% increase in mileage!!!

Is this True. Anyone has heard of such things in India?
