It is normal for a vehicle to require less assist as speed builds up - steering becomes lighter. This is relatively simple in EPS systems, while the hydraulic systems require a lot of design work.
Also at speed you want maximum feedback so again disabling/reducing the assist is a good idea.

You have lucidly explained in detail how the "error" works with the help of a torsion bar and I reproduce part of that explanation here: the greater the "twist" of the torsion bar, the more steering assistance will be provided.
This means that when you turn the steering wheel the torsion bar will flex by an amount proportional to the resistance offered to your effort. So then is this not straight away a method of assistance that is proportional to the required power to steer the wheels; and this does not seem to require any higher order computation!
