Looks like a tow/transport hook to me.

Somebody has taken out similar piece from a wagonR "bumper" and put in place brake lights there. This mod is there in the Wiered and Wacky thread.

That will be where the number plate goes on, right? It may not be the opening for the tow-hook. Most probably some kind of fastening mechanism for the number plate.
