Hey, your rims will be treated with a chemical to get rid of the existing paint, then they will powder coat them and will put them in an oven for two hours or so. Finally, they will paint it in the desired colour. If they are saying that the colour does not last more than two years, then they must be doing it in an improper way. I think that you should try other shops before them.
P.S. I have not had experience with the painting of alloys, I have only seen videos which show us how they do it at factory level.
