This road has always been good, and is comparable to one the most scenic highways in the world, especially the stretch between Split and Dubrovnik. Car rentals in Croatia are way cheaper than the rest of Europe, a full CDW package could be had for as low as 40 euros/day from Zagreb/Split. Its best to rent a hatch as there are parking hassles in old towns (esp Dubrovnik and Hvar), I did the trip in a V70 (rented from Amsterdam and drove to Croatia) and struggled to find appropriate spaces in town centers. Besides, there are speed limits of 110 and 130 in most places on their toll roads, so you dont necessarily need a bigger engine.

Rental car was reserved via SixT website in advance, and it costs 45E/day, including full insurance with damage cover (0% Liability) & navigation.
