It will be difficult to go through NH60 or NH5 and avoid the tax. However, there's one state highway which goes through Medinipore. If you can take that, you can pass through without paying tax.

There is a way to avoid this Tax

Take NH5 from Balasore pass via Baripada, Bahagoda, Chinchira, Kharagpur

But its passing through Maoists and Naxal infested jungle (Night driving is totally not advisable and road condition ain't that great either)

Very good quality 2-lane road from Balasore till atleast Bahargora. I havent travelled between Bahargora to Kharagpur though.

I did write to the Central Ministry and they replied with a copy they had sent to the Chief secretary of Orissa asking him to explain why such a tax was being enforced. I was supposed to be getting a copy of the reply, but unfortunately that has not arrived. Recently a friend of mine had to pay the same tax. I am travelling to Bhubaneshwar next week. What should I do? Pay, flee or fight?

I have travelled into Orissa twice since the time I was forced to pay, however both those occassions the car was able to drive through without stopping.

So I guess this collection thing, depends on the celestial formation of the time.
